Hai Duong provincial People’s Committee has issued temporary regulations on selection criteria for planning, performance of projects of investing in, constructing urban, residential, commercial housing areas in the province.
Accordingly, the selection of projects must be conformable to the construction planning, planning of land use plans of the province and localities; meet and accord with requirements of urban and rural development, demand for housing and infrastructure development in each stage.
Priority of selection is given to proposed planning, projects: reciprocating capital to projects of building the province’s important infrastructure in the form of contracts (BOT, BTO, and BT); realizing the province’s policies to shift, move industrial production institutions out of the interior areas of the city, provincial town, district towns; the general infrastructure junction of current urban, residential areas or of urban functional areas with urgent requirement of quick completion, scale of total land use area of less than 20 ha in areas with high demand for land, housing development in each specific stage, locating next to projects having been implemented but unfilled (implementation is to start only after 60% of residential land, housing areas or more in existing projects were transferred o ensure balance of development demand in the area).
Implementation stages of projects with scales of land use areas from 50 ha or more must be divided appropriately.
